Savannah Resources Plc
(AIM: SAV) (‘Savannah’, or the ‘Company’)
Submission of RECAPE to environment regulator
Another major milestone achieved in progress towards construction
Savannah Resources Plc, the developer of the Barroso Lithium Project in Portugal (the ‘Project’), a ‘Strategic Project’ under the European Critical Raw Materials Act and Europe's largest spodumene lithium deposit is pleased to report that it has now submitted the ‘Environmental Compliance Report of the Execution Project’ (‘RECAPE’) to Agência Portuguesa do Ambiente (‘APA’), Portugal’s environmental regulator. The submission initiates the final stage of the environmental licencing process required ahead of construction with a decision expected before the end of January 2027*.
Highlights & Next steps:
- RECAPE Purpose: For projects such as Savannah’s, which were at a ‘preliminary study or design phase’ when an Environmental Impact Assessment was conditionally approved (‘DIA’, see 31 May 2023 RNS), a RECAPE is carried out for APA to verify whether the execution project has complied with the conditions imposed in the DIA.
- RECAPE Schedule: Once the RECAPE submission has been accepted by APA, the Evaluation Committee appointed has a maximum of 50 working days* under the relevant legislation to conduct its review and issue its decision. A 15 working day public consultation period, managed by APA, is also expected to take place during the review period.
- RECAPE Process: APA will issue its decision (‘Decision on the Environmental Compliance of the Execution Project’, ‘DCAPE’) based on the final opinion issued by the Evaluation Committee. Once the DCAPE declaration has been made, the Project can proceed to construction**.
*The precise 50 working day deadline date will be set once APA has requested the payment of the RECAPE review fee and payment has been made by Savannah. This is expected to occur in the coming days.
**A separate environmental licencing process will be required for the future development of the C-190 (‘Aldeia’) Mining Concession.
Savannah’s Chief Executive Officer, Emanuel Proença commented, “Savannah’s team and our consultants have worked extremely hard to ensure that we have submitted a highly comprehensive RECAPE, having engaged regularly with APA and other key stakeholders in the licencing process since the 2023 DIA award. We firmly believe that the RECAPE, which follows on from the positive Phase 1 Definitive Feasibility Study results in July, demonstrates the high priority Savannah places on building an environmentally and socially sound final design and operating plan for the Project.
“Based on the submission we have made and the previous positive DIA decision, Savannah expects to receive a favourable DCAPE in early 2027. This would then allow us to finalise the various elements of the construction financing package, secure the other licences required for the Project’s operation and begin the Project build next year.”
Further information
If a positive (‘compliant’) DCAPE is issued, the final Environmental Licence for the Project is then issued. A compliant DCAPE is valid for a period of 4 years and may be extended for an equal period if required.
In cases where a proposed decision is conditionally compliant or non-compliant, the managing authority will notify the proposer and a hearing for interested parties will be held. The proposer has the opportunity to contest the decision and submit objections. These objections will be analysed by the managing authority which may choose to accept them in whole or in part and revise its decision or reject them and uphold its previous decision.

About Savannah
Savannah Resources is a mineral resource development company and the sole owner of the Barroso Lithium Project (the 'Project') in northern Portugal. The Project is the largest battery grade spodumene lithium resource outlined to date in Europe and was classified as a 'Strategic Project' by the European Commission under the Critical Raw Materials Act in March 2025 and was approved for a Portuguese State development Grant of up to €110m in January 2026.
Through the Project, Savannah will help Portugal to play an important role in providing a long-term, locally sourced, lithium raw material supply for Europe's lithium battery value chain. Once in operation the Project will produce enough lithium (contained in c.183,000tpa of spodumene concentrate) for approximately half a million vehicle battery packs per year and hence make a significant contribution towards the European Commission's Critical Raw Material Act goal of a minimum 10% of European endogenous lithium production from 2030.
Savannah is focused on the responsible development and operation of the Barroso Lithium Project so that its impact on the environment is minimised and the socio-economic benefits that it can bring to all its stakeholders are maximised.
The Company is listed and regulated on the AIM Market of the London Stock Exchange and trades under the ticker "SAV".
