Kier to deliver critical bioscience centre at UK Health Security Campus

Kier Group plc ("Kier") a leading infrastructure and construction group, today announces a significant Pre-Construction Services Agreement (PCSA) appointment for the development of the new H50 high containment building at the UK Health Security Campus.

The project is part of the organisation's wider £3.52bn programme in Harlow and supports the development of world-class scientific facilities which will help strengthen the UK's future health security. The highly specialised facility will provide laboratories for Containment Level 3 and 4 pathogens and is a key part of the wider programme, for which funding was allocated as part of the 2025 Spending Review. The campus will bring together UKHSA's specialist scientific facilities and headquarters on a single site, strengthening the UK's health security and resilience.

The programme is central to UKHSA's long-term transformation, enabling it to modernise its estate, safeguard essential capabilities, build resilience and bring teams together more effectively on a single campus.

The PCSA programme activated today will see early works expected to begin from 2028, with main construction works starting in the fourth quarter of 2029 and the UK Health Security Campus (UKHSC) complete and in service by 2038.

Spencer Baber, managing director for Kier Strategic Projects, said: "We're proud to continue our work with UKHSA on a programme that will play a vital role in protecting the country from the most serious public health threats."

"H50 is a highly complex facility and, as a key delivery partner to Government, this is exactly the type of project where Kier's breadth of experience and expertise comes to the fore - supporting the development of world-class scientific facilities that will help strengthen the UK's future health security."

Kier has a long-established track record in healthcare, having delivered more than 200 projects and major investment programmes across the UK. Earlier this year, we were appointed to deliver the new c.£500m Hinchingbrooke Hospital, awarded under the NHS Hospital 2.0 Alliance Framework.
